Position Overview


The Customer Programs Manager (Energy Resources) plans and manages the development and implementation of public benefit programs, account management, customer energy efficiency, and quality programs and services. Manages and coordinates Merced Irrigation District's (MID) efforts to provide individualized, responsive, high-quality customized service to major and key electric account customers, assisting in the retention and recruitment of existing and new customers. Reviews and monitors proposed state and federal energy utility legislation, coordinates analysis and District responses, and ensures compliance with enacted laws. Develops and maintains relationships with local, state, and federal agencies on energy-related issues; reviews and recommends changes to District policies; prepares the Public Benefits Budget and Report; and confers with customers, community groups, District staff, service providers, and associations in developing, administering, and reviewing programs. Manage and administer the Districts Net Metering and AMI programs.

 

Key Responsibilities


  • Develop, implement, and manage standards, objectives, policies, and procedures for public benefit and customer programs, ensuring regulatory compliance.

  • Set program goals, evaluate costs and benefits, prepare budget justifications, and monitor expenditures and performance metrics.

  • Plan, prioritize, and supervise staff work; oversee contracts, program implementation, and reporting requirements.

  • Research, develop, and market new services and initiatives through customer outreach, market analysis, and community engagement, with emphasis on underserved populations.

  • Maintain effective customer, agency, and utility relationships; coordinate with stakeholders to exchange information and ensure program effectiveness.

  • Prepare and deliver reports, strategies, and presentations for management, customers, and the public.

  • Stay current on utility trends, legislation, and best practices; recommend improvements to customer programs and services.

  • Respond to emergencies while on call and coordinate with appropriate agencies as required.

  • Performs additional related duties as assigned.

Qualifications


Education


  • Bachelor's degree from an accredited college or university in Business Administration, Engineering, Public Administration, Communications, Marketing, Science (e.g., Mathematics, Physical Science), or a related field.

Experience


  • Minimum five (5) years of progressive experience managing energy efficiency programs for residential, commercial, and industrial customers, or related fields.

  • Three (3) years of experience in marketing, sales, and/or business retention programs, including developing and marketing in a utility or energy services industry.

Skills and Abilities


  • Strong organizational, analytical, and problem-solving skills with sound judgment and attention to detail.

  • Clear and concise communication, both oral and written; skilled in preparing and presenting reports, budgets, and public presentations.

  • Ability to work independently, interpret and apply laws, policies, and regulations, and make effective decisions.

  • Experienced in developing, negotiating, and administering contracts; building cooperative relationships; and demonstrating leadership and teamwork.

Knowledge of


  • Collaboration with staff, constituents, consultants, contractors, and government agencies.

  • Contract preparation/administration, customer relations, and utility rate schedules.

  • Relevant federal, state, and local laws, codes, and regulations.

  • Marketing principles/methods and public benefit programs.

  • Personal computer operations and Microsoft Office applications.

Special Requirements


  • Complete two-hour Ethics training every two years per California AB 1234. 

  • Complete two-hour Sexual Harassment training every two years per California AB 1825. 

  • Valid California Class C Driver's License and maintain insurability under District's vehicle insurance. 

  • Abide by all District policies, guidelines, and rules.

Work Environment

This position is a fully on-site role based at the District’s secondary office location. Remote work or hybrid arrangements are not permitted. Regular attendance at the designated worksite is required as part of the essential functions of this position.


  • Physical Demands:




  • Sitting for up to 8 hours per day.

  • Operating computers and office equipment for up to 8 hours per day.

  • Lifting up to 25 pounds and occasional stooping.

  • Communicating effectively in person, by phone, and in writing.

  • Hearing and vision sufficient for communication and operating equipment.

  • Navigating stairways and uneven terrain as needed.


  • Environmental Factors:




  • Primarily office-based with occasional outdoor work (10% or less exposure to sun).

  • May require irregular or extended hours, including overtime.


  • Mental Demands:



  • Exercise independent judgment and objective reasoning.

  • Organize and prioritize tasks on a daily and weekly basis.

  • Interpret regulations and document work accurately and concisely.

  • Manage multiple duties with potential interruptions.

Supervision


  • Reports to the Deputy General Manager, Energy Resources.













SALARY:



$107,334 to $161,000 Annually DOQ - Grade R
