Job Description:

Our Federal Engineered Systems Global Business Unit is a leader in delivering engineering and technology solutions to Federal DoD and Civilian clients. Since 1944, we apply our expertise to help customers confront future challenges across land, sea, air, space, and cyber domains.

We support programs in program management, system integration, engineering, modernization, environmental, and construction for agencies like the FAA, USACE, Army, Navy, and Air Force worldwide. Position Overview:

Parsons is seeking a talented Contracts and Procurement Director to join our team. The role involves overseeing contract strategies, managing pre- and post-award processes, and ensuring compliance and performance across projects.

Location Preferences:

Preference for candidates in the National Capital Region (NCR). Remote/hybrid options considered with 75% travel to NCR.

Responsibilities:

1. Provide technical guidance and ensure proficiency in contract administration.
2. Develop and execute contract strategies supporting program goals.
3. Manage proposals, negotiations, and contract modifications.
4. Represent Parsons in dealings with clients and partners on significant matters.
5. Assign and reassign staffing as needed.
6. Develop procurement strategies to optimize costs and supply chain resilience.
7. Collaborate across teams for contract negotiations and administration support.
8. Build and maintain supplier relationships, monitor performance, and resolve issues.
9. Ensure adherence to relevant regulations, policies, and procedures.
10. Review RFPs for risks and non-conformance to company policies.
11. Perform other related responsibilities as appropriate.

Required Skills:

• Bachelor’s degree in Business, Contract Management, Law, or related field (or equivalent experience).
• 20+ years in procurement, strategic sourcing, or supply chain management supporting various contract types.
• Experience with government programs and integration with financial, contractual, and risk management.
• Ability to advise executive leadership on contractual risks and resolutions.
• Experience managing complex procurement processes and leading cross-functional teams.
• Strong knowledge of industry business practices and prime contract negotiations.
• Excellent written and oral communication skills and interpersonal skills.
• Working knowledge of project management software related to contract administration and cost management.
• US Persons.

Preferred Skills:

• Deep knowledge of FAR.
• Familiarity with FAA.
